老年基本保證年金(敬老津貼)與遺屬年金是否衝突？

事情是這樣的
我奶奶目前80歲，原本是領中低收入補助以及我叔叔的遺屬年金
後來奶奶戶口遷來跟我一起，中低收入補助無法繼續申請
公所建議我申請老年基本保證年金(敬老津貼)

但是勞保局卻說我奶奶有領遺屬年金，所以老年基本保證年金無法通過

我查相關資料是

1.國民年金開辦時已經年滿 65 歲，也就是32年10月1日(含當日)以前出生的人，如果符合以下所有條件，就可以請領老年基本保證年金：
(4)沒有同時領取社會福利津貼(指低收入戶老人生活津貼、中低收入老人生活津貼、身心障礙生活補助費、老年農民福利津貼、榮民就養給付)。

並沒有看到遺屬年金跟老年基本保證年金有所衝突

請問各位先進，勞保局的說法是正確的嗎？
