大陸官方今天公布，調整上網服務場所（俗稱網咖）的准入程序，實施「先照後證」管理方式。

以往，在中國大陸創辦企業，必須先到主要部門取得行政許可證，才能到工商部門申辦營業執照，即所謂的「先證後照」。大陸近年積極改革工商登記制度，把「先證後照」改為「先照後證」。

綜合大陸媒體報導，大陸文化部上午召開記者會，宣布上述政策。

大陸文化部表示，這次政策調整，總體來說就是要簡政放權，加強事中事後監管，推動整個行業走向正常化。

大陸文化部指出，第一，取消文化行政部門對網咖等場所總量控制和布局規劃，降低行業的准入門檻。第二，實行先照後證的管理。第三，取消各級文化行政部門對連鎖企業設定的認定，減少政府干預。(中央社)
