延宕多時的兩岸貨貿談判今天下午展開，經濟部長杜紫軍表示，大陸方面對於服貿在立法院卡住有疑慮，我方希望先處理技術議題，包括降稅項目、如何降稅和降稅條件，讓談貨貿判進度與服貿脫鉤，農產品部分以不增加開放項目為目標。

杜紫軍表示，這次會先檢視過去有共識的部分，確立方向之後，再針對未來談判程序進一步討論，是否會討論到細節，要看這幾天談判的進展，再看看是否會進入實質部分。
