紐約時報15日報導，紐約市警局已撤銷派便衣警探進入穆斯林社區竊聽民眾生活的祕密計畫，顯示新任警察局長布萊頓打算改弦更張，不再延用前任警察局長凱利在九一一恐怖攻擊後推動的這項情報蒐集辦法。

紐時說，紐約市便衣警探透過上述祕密計畫，竊聽伊斯蘭教信徒的日常對話，且建立檔案，詳盡收錄民眾在哪裡用餐、祈禱及購物，曾引發民權團體的強烈批評，還有兩件相關訴訟。一名聯邦調查局高官曾說，此計畫破壞美國國家安全，在穆斯林社區種下了對執法單位的不信任感。
